  報告題目:Econometrics of energy efficiency and its policy implications in China

  報告摘要:

  In recent years, the Chinese government introduced several energy policy instruments to promote energy efficiency. For instance, China has decided to reduce its energy intensity and carbon intensity in its Five-year Plans. However, energy intensity is not an accurate proxy for energy efficiency because changes in energy intensity are a function of changes in several socioeconomic factors. This talk will point out the econometric approaches to distinguish between energy intensity and energy efficiency. Based on the estimations of efficiency indicators, this talk will discuss issues such as how to allocate the national targets at the provincial level, the effectiveness of the heat metering and energy efficiency retrofitting policy on the residential energy consumption in Chinese provinces. The persistence nature of energy efficiency will also be discussed by employing the panel Markov-switching regression.

  報告人介紹:

  Dr. Lin Zhang holds a PhD in economics from ETH Zurich, double bachelor degrees in economics and mechanical engineering from Peking University, and is currently an assistant professor in the School of Energy and Environment at the City University of Hong Kong. With a focus on energy and environmental economics, his research aims to develop improved quantitative modelling approaches for the design, evaluation, and upgrade of sustainable energy policies at local, regional, and global levels. Zhang's research has been published in top-field journals in economics such as the European Economic Review, China Economic Review, Journal of Environmental Economics and Management, Energy Economics, Resource and Energy Economics, The Energy Journal, Energy efficiency, and Energy Policy. His research has been funded by the Swiss Federal Office of Energy, Swiss National Science Foundation, Research Grants Council of Hong Kong, European Environmental Agency, among others.
