主講人簡介:Dr. Xunpeng Shi is a Senior Research Fellow at Energy Studies Institute National University of Singapore. Until recently, he was the Chief Researcher for Energy Efficiency and Conservation at the Brunei National Energy Researcher Institute, in which position he set the mandatory energy efficiency standards and labeling programs for Brunei. Previously, he was an energy economist in the Economic Research Institute for ASEAN and East Asia, a Jakarta based international think-tank to support ASEAN and East Asian Summit (EAS). Before he started his PhD, he had various management and research positions in China’s leading energy institutes, companies and central government agencies. He has published in leading journals on energy, environmental and development economics and policy with a regional focus on China, ASEAN and East Asia. He obtained his PhD of Economics and Master of Environmental and Resource Economics from the Australian National University, LLM in Mineral Law and Policy form University of Dundee and Bachelor in Marketing from China University of Mining and Technology.
內容簡介:This paper assesses competing outlooks for ASEAN's energy mix, highlighting the paradox of its fossil fuel–dominated outlook when contrasted with its aspirations to move toward a greener energy mix, and reviews actions underway using the SWOT analysis method. On the one hand, a brown outlook is looming due to the expected surge of coal to fuel the rapid economic growth. On the other hand, this region has many advantages in providing green energy, but reduction of CO2 emissions has not been explicitly set in the region’s policy agenda and thus green energy potential is underdeveloped. ASEAN has made significant strides in efforts to achieve a greener energy mix; such efforts include advancing energy efficiency, boosting physical connectivity, deploying renewable and alternative energy supplies, promoting the cleaner use of fossil fuels, and reforming fossil fuel subsidies. However, and current progress in energy action plan is not sufficient to secure a green ASEAN. As such, achieving ASEAN's environmental goals will require greater leadership and cooperation among countries in the region. Energy market integration, energy connectivity, energy security paradigm change and execution of plans are recommended to be implemented for a greener energy mix.
